You'll probably just want to pay a visit to the local pet store and see what's available. A saber chewtoy probably won't last long, though, if you have to pick and choose parts. I can't think of what type of adhesive you could use that would be safe for dogs and strong at the same time. Your best bet is to design one yourself and have it manufactured for sale... I think you've got a great idea there... just don't sell it as a "lightsaber" -- call it a laser sword chewtoy and you're gold.
